The sign really says "Alligator Feeding is PROHIBITED. Violators will be prosecuted". You'll notice that prohibited has the letters b-i-t-e in it. Today's theme is "Digital Vandalism" This means that only the photo was altered, not the actual sign. Only letters that appeared in the sign were used, none were added with text or from other images..
